Voting against LGA autonomy is a constitutional aberrations and against the spirit behind it's creation. Obinna Egu why?
The third tier status received constitutional imprimatur in both 1979, 1989 & 1999 constitutions of FRN as an autonomous tier of government.
Specifically sections 7 and 162 of the CFRN are envisaged to have given LGAs autonomy to enable them operate effectively as is desirable to discharge their developmental programs in rural areas and to effectively operate and play significant roles in national development.
The Local Government as a third tier government in Nigeria as enshrined in the extant constitution is ostensibly meant to serve as an institutional framework for effective service delivery to the grassroots , to you and I to our mothers in the interior villages and to Carter for their wellbeing.
It's imperative to state that LGA autonomy is dual barrel as provided by the constitution (ibid) viz: (1) Administrative /Political autonomy which gives the LGAs the power to take decisions within the limits of the law that established it without being dictated to or unnecessarily influenced by external authorities like State or Federal government.
Administrative autonomy gives the LGAS freedom to recruit and manage their staff, the freedom to generate IGR within its assigned sources, and to determine and authorise its ANNUAL BUDGETS.
It is necessary to pause here and ask the disaster and the unfortunate rep we sent to represent us when last Ngor OKPALA LGA had recruitment? When last were our teeming unemployed youths recruited in the Local Government? - Obinna just murdered this fine opportunity.
Secondly, by our LGA being incharge of it's own budget this means all the diverse communities' interests would be captured in the budget for developmental projects unlike in the vast State Government budget. Obinna Egu sacrificed this one the alter of his re-election bid.
One wonders who is going to reelect him. Rochas or Ndi Ngor OKPALA? Rochas may succeed in giving him party ticket which is doubtful but can not come to Ngor Okpala to vote. Surely there must be a time to pay back as recorded in the bible "as the earth remaineth cold and winter seed time and harvest time shall not seize. Indeed Obinna has sown an evil seed by dashing the hopes of the rural dwellers by his avarice and must harvest stones instead of votes.
Another aspect of LGA autonomy which by plethora of opinions is considered as the most important is the one captured in section 162 of our constitution which is FINANCIAL AUTONOMY. This entails that the LGAs would have direct access to their allocation and also be allowed to develop on their pace.
However, the constitution by virtues of subsections 5 & 6 restricted the LGAs from direct access by the creation of STATE JOINT LOCAL GOVERNMENT ACCOUNT. Which by practice made the state a trustee for the Local Government. This is the crux and the bane of our development having been abused by greedy and selfish governors like Okorocha. The SJLA was meant to be a joint account but has been brazenly, vigorously and flagrantly abused with impunity hence the need to empower LGAs to have direct access to Federal funding.
Now imagine if that our 23bn was remitted direct to our LGA , I bet every community would have felt the impact. Obinna Egu why?
The constitution is categorically clear in section 7 that Local Governments shall be manned and constituted by democratically elected Councils (Council Chairmen, vice Chairman and councillors and supervisory Councillors aswell) instead of T C chairmen whose allegiance are to the governor and not the masses.
If this Autonomy had seen the light, it would have been a very good opportunity for many youths to become actively involved in leadership since each community would be producing a councillor and by proper rotation in 4terms every village must have produced one. It could hve been you that is defending this impunity as a party man. Obinna why?
It is either Obinna is a mere stooge, a puppet and a ready tool in the hands of Okorocha ot he lack understanding proper knowledge of the electorates and indeed the law we sent him to make.
I could go on and on but one thing is certain : whatever a man sows he shall reap. We shall know Obinna Egu as the man who sacrificed the Destiny of his people on the alter of his RE election. Obinna goofed and must be pushed out.
